For students, who are relatively poor in Reading, Mathematics and Writing, especially for students studying in standard 6-7-8, starting from July 26, 'Mission Vidya' will be started for one consecutive month.

"Mission Vidyarthi" will be inaugurated by Chief Minister Vijay Rupani, who will be going to the school, along with the Deputy Chief Minister in the entire state, all the ministers and high officials of different departments will go to school allotted to students of standard 6 to 8 reading, computing and writing. . Following the campaign for one month, third party evolution will also be done. Apart from this, during the campaign, students will be constantly monitored during the education process, and relatively weak students will be made equivalent to other students.

Vision:

To make reading good books a natural cultural practice in the State to make Gujarat a ‘well read’ society by creating the landscape and mindscape of the State thick with noble thoughts gleaned through reading.

Objectives:

To institutionalize reading habits in all citizens young and old, students and literate alike.

To make reading an integral part.

To ensure reading of good books, thought provoking books through a well defined mechanism so that it becomes a habit and a natural activity.

Rationale:

Gujarat is known as a State of entrepreneurs and businessmen. However it is not associated with good reading habits.In colloquial idiom the people of the State are known for their skills in keeping and maintaining their ‘chopda’(cash books) but not for reading ‘chopdi’.

However the known factor is that all leaders of the world have been great readers. Therefore, for Gujarat to attain and sustain its place of significance amongst leading known societies in the world it is necessary that it becomes a reading society. Vaanche Gujarat is aimed at making Gujarat a known society through reading.

Strategy and Methodology:

Reading is often associated with elite. However, Vaanche Gujarat is not confined to a limited class. It is expected to be a mass movement in which all people of society are expected to participate along with individual students. The whole family is expected to participate in it and those who unfortunately cannot read themselves will participate in it by listening to readings from books by others.

The movement is supposed to change certain existing social practices. For instance, the mantras of the movement like the ‘friend of a book is my friend’, ‘book not bouquet’ would redefine the definition of friendship.

For this, the following activities are planned which are :

Methodology and Plan of Action:

Organisation of Vaanche Gujarat Abhiyaan camps at Universities levels for Principals and District Coordintors.

Formation of District level Task Force having principals, teachers known for reading habits are representatives of University campus and a mentor from the Knowledge Consortium of Gujarat.

Organisation of Vaanchan Shibir and training of volunteers for Vaanche Gujarat.

Monitoring and reviewing of progress at the district and the taluka level.

Participation of students and teachers in others like Pustak Sheri Vartalap and so on.

Possible Delineation of Tasks and Time Schedule:

Website Development – Done

Organisation of awareness camps for the movement.

Second round of awareness camps and training in all districts of the State beginning with the headquarter.

The KCG in charge for the initiative to be nominated and their visits for reviewing the progress.

Organisation of competitions and Shibirs schedule to be prepared in consultation with the Vaanche Gujarat committee.

Goals Possible:

25 lac students will read about 1 crore books. For this, 15000 schools, 1000 colleges 50000 representatives and 10,000 people will support for the same.

Visit to 15000 libraries and 15000 inspirational programmes to be conducted.

Organisation of 2500 shibirs in which 250000 students will be participating and will be given training for this initiative.

My favourite book vartalap will be initiated at around 1000 places in the State.

Around 1 lac students from 1400 schools and 11000 colleges will be rewarded under this project.

Booth Level Officer; A Representative of Election Commission at the Grass-Root Level

For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. The state government on Thursday launched a month-long campaign, ‘Mission Vidya’, to raise learning levels of students who scored low in the latest Gunotsav VIII evaluation.

Out of a total 21,68,214 students from Class VI to VIII who underwent an evaluation under Gunotsav VIII in April this year, as many as 3,03,549 students of government schools failed to do simple mathematics. In writing skills, 2,81,867 students failed, and 2,16,821 students could not read simple sentences. For these students, who are referred to as ‘priya balak’ (dear students), the campaign will be flagged off by Chief Minister Vijay Rupani from Bhuj on Friday.

The campaign will continue till August 31 under which “remedial teaching” of three hours — two during school time and one after the school — will be imparted in government primary schools in 250 talukas of the state.

The state Education Department has prepared a special curriculum for these students and roped in 292 IAS, IPS and IFS officers who have been assigned responsibilities in their respective areas.

“On the pattern of Gunotsav, they will visit their assigned schools in districts during the campaign. At the end of this campaign, an independent third-party evaluation of all these students will be carried out,” Education Minister Bhupendrasinh Chudasama said.

As first reported by The Indian Express on June 27, to achieve the target that all students of government schools in the state are able to read, write and calculate, help is being sought from retired faculty members as well as officials of other department.

The Education Minister and Chief Secretary J N Singh have also directed all the District Collectors to ensure the campaign’s effective implementation. In addition to this, the CM had also interacted with 70,000 teachers at 22,000 centres through Bhaskaracharya Institute of Space Applications and Geo-Informatics (BISAG).
