Booth Level Officer; A Representative of Election Commission at the Grass-Root Level

For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. There was disappointment in the store for fifty lakh central government employees and the same number of retired people who were waiting for the minimum wage and increase in fitness factor beyond the 7th Pay Commission's recommendations. There was a lot of speculation that Prime Minister Narendra Modi could give some good news in the budget of his last Independence Day as Prime Minister in this period. Many people believed that in view of good monsoon and positive economic factors, a positive announcement could take place a few months before the general elections.


While Prime Minister Modi told how the Indian economy would be a powerhouse in the next three decades, they had no news for government employees.


Finance Minister P Radhakrishnan had earlier said in the Lok Sabha that the Prime Minister Narendra Modi government is planning to not raise any minimum wage for the minimum wage beyond the recommendations of the Seventh Pay Commission. However, the Haryana Government has approved the salary and education recommendations of teaching and non-education employees from January 1, 2015 in government universities, government universities and government-aided colleges.
The General Government has announced increment of salary for 17 lakhs state employees from January 2019 to 7th Pay Commission. . Clearly, the Central Government employees are also expecting some positive news. It can be noted that the government can announce such a decision at any time, and it does not need to be done on a particular day. It can come close to the high heel in the election.


It should be noted that the expectation of the minimum wage beyond the recommendations of the 7th CPC may be a blow to the Central Bank. Earlier this month, the Reserve Bank of India decided to increase the policy repo rate by 25 basis points to 6.5%. Reserve Bank of India has announced the RBI's announcement of 6.25% after its three-day monetary policy committee (MPC) meeting.


"The monetary policy committee of RBI has decided to increase the policy repo rate by 25 basis points to 6.5% under the Liquidity Adjustment Facility (LAF), as a result, as per the LAF, the reverse repo rate is 6.25% and the nominal permanent facility rate and bank rate The highest bank said in a statement, up to 6.75%.


RBI has mentioned in its report that the inflation rate has increased due to the implementation of the 7th Pay Commission. In July 2017, the revised HRA structure was under 7th Pay Commission.


At present, the Central Government employees are getting basic salary as per the 2.57 fitness formula of basic salary and if this major step has been taken then it will come as a big news for the Central Government employees. The fitment factor is a figure used by the 7th CPC, with which to fix the basic salary in the revised pay structure (i.e. 7th CPC), multiplying the basic pay in the 6th CPC rule (i.e. pay band + pay in grade pay) is done. The fitness factor prepared by the 7th CPC is 2.57.

According to the sources, the Ministry of External Affairs and the Department of Personnel and Training (DOTT) jointly prepared this proposal. According to the Foreign Ministry, this facility will strengthen India's relationship with the employees who will travel with the family in the country. It is here that there is a provision of providing holidays and cashless advances to the LTCs to recruit 50 lakh central employees. Yet, it was only for the country to get holidays.

Do not get daily allowance
Central employees will not get daily allowance under LTC. Under LTC, employees receive a ticket back. The DOPT has repeatedly said that the expenditure on domestic travel and any emergency costs will not be accepted under LTC. However, services such as premium or facility trains and immediate services are allowed under LTC.
The trip to these countries will be available in LTC
The Ministry of Foreign Affairs (MEA) has proposed to include Asian countries Kazakhstan, Turkmenistan, Uzbekistan, Kyrgyzstan and Tajikistan under the LTC scheme in the proposed scheme. However, in addition to 5 countries, tour can be allowed. But that government will decide.
What is the government's target?
Officials said that the purpose of this measure is to raise the footprints of the strategically important Indian Central Asian region. Earlier in March, the government had said that they have postponed the proposal to allow its employees to travel to the countries in the LTC. To say that South Asian Union (SAARC) is a group of eight countries including Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka for regional cooperation.

For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. The Central Human Resources Ministry has announced the implementation of the pay scale in 7th. Union Human Resources Minister Prakash Javadekar announced on Twitter that the benefit of 7th payroll benefit will be given to more than 23 lakh employees of the university and college teachers and non-academic staff.

He said that through which 25,000 pensioners of the university will benefit from it. At present, tweeted about different universities and deemed universities and 8 lakh teachers and 15 lakh non-teaching staff.

This salary bill was made for an additional review of its employees' salaries. This will increase the pension of employees from 8000 to 18000. Javdekar tweeted that Narendra Modi government has revised the pension scheme.

The latest in it is that more tax collection is being done than GST.

For the first time, the goods and services tax (GST) crossed the Rs 1 lakh crore mark. Total GST collection was Rs 1,03,458 crores. This will give great relief to the government.
