Booth Level Officer; A Representative of Election Commission at the Grass-Root Level
For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.

Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+

The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.

BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law. AdvertisementMaranews Network, Gandhinagar: With the increase of two percent increase in the remaining DA from January, the state employees have been asked to announce an additional four per cent additional announcement. In this regard, Gujarat's Finance Minister and Deputy Chief Minister Nitin Patel said that Gujarat is the first beneficiary of the Seven Pay Commission employees across the country. The center will be announced at the appropriate time by the state government in its declared DA. The demand of Central employees' DA and central pensioners has been increased by two per cent yesterday by the employees of Gujarat.


With the increase of two percent in the DA of its employees by the Central Government, the Government increased the burden of Rs 6112.20 crore and Rs 4074.80 crore for the increase of Dair of pensioners. Now, central employees will get 9% DA in basic pay-pensions now, with a two percent increase in seven percent DA. Now this increase will benefit 48.41 lakh central employees and 62.03 lakh pensioners.

As per the recommendation of Seventh Pay Commission, the central government is increasing the DA-DR. In the year 2018, after the increase of 2% by the Central Government in January last year, the DA has been increased by 2% for the second time since July. When the state government employees in Gujarat are not yet given a two percent hike in the amount from January -2018. It is left to give four percent hike to the state's employees, which again give the center two percent increase from July.

Education Minister Bhupendrasinh Chudasama has said that the state government has made a provision of Rs 90 crore for the current year-2018-19 under the scheme of tourist teachers of state government and non-government primary, secondary and higher secondary schools. The Education Minister has said that in the larger interests of the students, alternate and interim for the purpose of not stopping the education of students when the vacant posts are filled up regularly for teachers' posts in primary and secondary schools for primary, secondary and higher secondary education, or till the teacher or teacher goes on long leave.

Organizing Education Board to remove OMR system from SSC-HSC



The Gujarat Secondary and Higher Secondary Education Board has initiated steps to revive the M.Sc. (Multiple Choice) method in standard 10 and 12 science and commerce paper from the new academic year starting June - 2019 as part of an important policy decision.


The Secondary Education Board prepared a proposal for this and sent it to the state education department for final approval. As soon as the education department gets the approval, the procedure will be carried out in the direction of its implementation. Ultimately, the Board has been forced to turn back to this original method of preventing the cases of collective piracy of headache.







Now, in the new academic year, there are strong possibilities that the board examinations to be held in March - 2020 will be held in accordance with the new method. The state government is also positively looking at the direction of Secondary Education Board's proposal for implementation of NCERT based curriculum and examination pattern in Gujarat like in the Central Board. The decision will be taken in a short decision, State Minister of State Bhupendrasinh Chudasama said during a program recently. At one stage, the board had stopped the old system from this year and implemented the new method of education, but it was not possible for executive reasons.




The new method has been implemented from the year 9-11 in the year 9-11




The Secondary Education Board has sent a proposal to the education department about the implementation of the National Council of Education, Research and Technology (Gadzai) in standard 10 and 12 Science-Commerce. It is noteworthy that after the Board's order, all the schools in the state have been implemented in grades 9 and 11 from this year. In Gdańsk 80 mark is an external and 20 mark internals. Accordingly, instead of 70-30 practice in standard 9 and 11, the marking system of 80-20 has been implemented, following which it will be applied in standard 10 and 12 respectively.

Why did the board have to fill up the steps?

It is worth mentioning here that the Secondary Education Board has implemented the technique of optical mark reader from 2011 to standard 10 and 12. Under the system, students have to choose any of the four options given in the 50-mark paper 50-mark paper given to them and they have to answer them in black chests in a circle in a separate respiratory sheet given to them. Due to this method, extensive complaints of collective theft of students, including writing out in the classroom during the past years, arose. In the previous examination in March, there were also around four hundred cases of stolen records. In this case, students obtained marks from 45 to 50 in the Szyru based part, while they found bare 1 to 5 marks in the 50 mark's subjective section.


New methods will be relieved for students

Under the current 70-30 marking syllabus, the student was required to obtain 33% marks for passing in both the subjective and objective part. Students who do not receive 33% marks in any of these two categories are declared non-proficient, but the existing ZZR system has been removed and 80 marks exchanges and the new method of intermediate 20-board internal board is equally as relief for the students. Because in this new method, the student will be booked on the basis of the mark which has been obtained in the external-internals. Compulsory pass in both the parts is not necessary

This time, the Modi government can announce big publicity for government central employees on Independence Day (August 15). There are 7 announcements to increase wage allowance in the Migration Commission. The claim has been made in different media reports. However, the government has rejected the possibility of additional allowance in the 7th Pay Commission in Parliament. Minister of Finance in the Lok Sabha Radhakrishnan said, "There is no government plan to increase the minimum daily minimum by the recommendation of the 7th Pay Commission." One report has said that the employee is optimistic about it because the Modi government has increased the minimum support price (MSP) at present. This also gives employees more hope for minimum wage. The government has increased the MSP of kharif crops more than one and a half times. 26 thousand minimum bills are paid to the government employees. Prime Minister Narendra Modi hopes to increase the retirement age, along with an increase in the wages, to 62.

It will benefit about 10 million central employees. Employees are seeking to raise minimum wage from 18,000 to 26000. In January 2016, salaries of central employees increased by 14 percent. However, the employee was not happy with it. Because this increase was less compared to cost of living and rising inflation. Government employees are demanding that the minimum wage and the fitment factor be increased.

For enhanced participation of electors in the electoral process and reducing the electoral malpractices, it is essential to improve the quality of electoral registration process and of the electoral rolls. Booth Level Officer (BLO) is a local Government/Semi-Government official, familiar with the local electors and generally a voter in the same polling area who assists in updating the roll using his local knowledge. In fact, BLO is a representative of Election Commission of India (ECI) at the grass-root level who plays a pivotal role in the process of roll revision and collecting actual field information with regard to the roll corresponding to the polling area assigned to him.
Under Section 13B (2) of Representation of People Act, 1950, BLOs are appointed from amongst the officers of the Govt. /Semi Govt. /Local Bodies. Generally, one BLO is responsible for one part of the electoral roll. From August, 2006 the Commission has decided to introduce the concept of appointing BLOs who would be accountable for ensuring the fidelity of electoral roll.+
The ECI introduced this new system of appointing BLOs creating a clear line of accountability for preparation of an error-free electoral roll, making the BLOs its custodian at the polling booth level. Previously, voter-identification slips used to be distributed by the contesting candidates of various political parties and that gave scope for complaints. The preparation of accurate electoral rolls and direct distribution of voter identification slip by the BLOs also boosted voter confidence in the credibility of the election process.
BLO assists eligible citizens to become voters and obtain voter card. BLO provides those different forms for addition, deletion and correction of Electoral Roll entries, carries out physical verification, and gives his/her report to Electoral Registration Officer (ERO) .The BLO interacts with local people/ political parties’ representatives and identifies dead/shifted/duplicate voters to be removed from the electoral roll after due process of law.
